First-Time Home Buyer Programs in Ontario: What You Need to Know

Ontario offers several financial incentives for first-time buyers, from tax-free savings accounts to land transfer tax rebates. Here is a breakdown of the major programs available.

Financial Support for First-Time Buyers

Purchasing your first home is a significant financial milestone, and several government programs exist to make the process more accessible. For buyers looking at new communities in the Greater Toronto Area, including pre-construction developments in Vaughan, understanding these programs can make a meaningful difference in your affordability picture.

First Home Savings Account (FHSA)

The First Home Savings Account is a registered savings plan introduced by the federal government specifically for first-time home buyers. It combines features of both the RRSP and the TFSA:

  • Contribution limit: Up to $8,000 per year, with a lifetime maximum of $40,000
  • Tax deduction: Contributions are tax-deductible, similar to RRSP contributions
  • Tax-free growth: Investment earnings within the account grow tax-free
  • Tax-free withdrawal: Qualifying withdrawals for a first home purchase are completely tax-free

The FHSA is available to Canadian residents aged 18 or older who have not owned a home in which they lived at any time during the current calendar year or the preceding four calendar years. The account can remain open for up to 15 years or until the end of the year you turn 71, whichever comes first.

RRSP Home Buyers' Plan (HBP)

The Home Buyers' Plan allows first-time buyers to withdraw up to $60,000 from their RRSPs to put toward the purchase of a qualifying home. If purchasing with a spouse or partner who also qualifies, both individuals can withdraw up to $60,000 each, for a combined total of $120,000.

Key details of the HBP include:

  • Withdrawals are not subject to withholding tax
  • The withdrawn amount must be repaid to your RRSP over a 15-year period, beginning the second year after the withdrawal
  • If you do not make the required annual repayment, the shortfall is added to your taxable income for that year
  • The home must be acquired or built before October 1 of the year following the withdrawal

The HBP and FHSA can be used together, providing first-time buyers with access to both programs simultaneously to maximize their available down payment funds.

Ontario Land Transfer Tax Rebate

First-time home buyers in Ontario are eligible for a rebate on the provincial land transfer tax, up to a maximum of $4,000. This rebate effectively eliminates the provincial land transfer tax on the first $368,333 of the purchase price.

To qualify, you must:

  • Be at least 18 years of age
  • Be a Canadian citizen or permanent resident
  • Not have previously owned a home anywhere in the world
  • Occupy the home as your principal residence within nine months of the transfer date

If you are purchasing with a spouse who has previously owned a home, the rebate may be prorated based on your ownership share.

Toronto Municipal Land Transfer Tax Rebate

Properties purchased within the City of Toronto are subject to an additional municipal land transfer tax. First-time buyers in Toronto can receive a rebate of up to $4,475 on this municipal tax. However, for properties located in Vaughan, which is part of York Region and not the City of Toronto, this municipal land transfer tax does not apply. This is one financial advantage of purchasing in communities outside Toronto's municipal boundaries.

GST/HST New Housing Rebate

When purchasing a pre-construction home, HST applies to the purchase price. However, the GST/HST New Housing Rebate provides a partial refund of the federal portion of the HST for buyers who intend to use the home as their primary residence.

The rebate covers 36 percent of the federal GST paid, up to a maximum of $6,300 for homes priced up to $350,000. For homes priced between $350,000 and $450,000, the rebate is gradually reduced. For homes priced above $450,000, the federal rebate is not available, though Ontario provides its own provincial rebate of up to $24,000 regardless of the home's price.

In many pre-construction transactions, the builder includes the net HST (after rebates) in the purchase price, assuming the buyer qualifies for the rebate. If the buyer does not qualify (for example, if they plan to rent the property), the full HST amount may become payable at closing.

Home Buyer's Tax Credit (HBTC)

The federal Home Buyer's Tax Credit provides a non-refundable tax credit of up to $10,000, which translates to a tax reduction of up to $1,500. This credit is available to first-time home buyers and can be claimed on your personal income tax return for the year in which the qualifying home is purchased.

First-Time Home Buyer Incentive (FTHBI)

The federal government's First-Time Home Buyer Incentive is a shared equity mortgage program where the government contributes 5 percent of the purchase price for existing homes or 5 to 10 percent for new construction. In exchange, the government holds an equity share in the home that must be repaid within 25 years or upon sale.

This program has income and purchase price caps that may limit its applicability in higher-priced markets like the GTA. Buyers should verify current eligibility thresholds, as these are updated periodically.

Planning Your First Purchase

The combination of federal and provincial programs available to first-time buyers can represent significant savings. For a pre-construction purchase in Vaughan, a first-time buyer could potentially access:

  • Up to $40,000 from an FHSA (tax-free)
  • Up to $60,000 from the RRSP Home Buyers' Plan
  • Up to $4,000 in Ontario land transfer tax rebate
  • Up to $1,500 from the Home Buyer's Tax Credit
  • HST New Housing Rebate savings (varies by price)

Working with a financial advisor or mortgage broker who understands these programs can help you develop a strategy that takes full advantage of the incentives available to you. The earlier you begin planning and saving through registered accounts, the more effectively you can use these programs when the time comes to purchase.
